Our Leaders

Apostle Kellem began his tenure as an ordained minister in 1976 under the leadership of Dr. H.R. Ramsey, Pastor of Sweet Home Missionary Baptist Church.

In 1978, Apostle Kellem was filled with the Holy Ghost at Saint Mary’s Fire Baptized Holiness church on a Sunday night in a Revival conducted by Evangelist Thomason.  This began his journey into holiness and Pentecostalism.  Apostle Kellem then joined the New Canaan Church of God In Christ under the leadership of Superintendent W.L. Howard, Sr.  Where he served faithfully until he received the call of God to plant an outreach street ministry in the city of Detroit.

In March 1980, Apostle Kellem planted a ministry at the direction of the Holy Spirit, Crusade for Christ Temple Church of God in Christ and served faithfully until 1990, the same year he was chosen and appointed to pastor of the Love Temple Church OF God in Christ by Bishop C. L. Anderson, Jr. which at that time under the leadership of the late A.C. Williams. Both the former and newly ministry assignments were strategically merged and grew from 35 members to over 250+ active members.

In 1994 Apostle Kellem was assigned to the Office of District Superintendent of the Old Path District by Bishop Anderson. During his tenure as the District Superintendent, Apostle Kellem began with two churches, and grew the district to twelve churches.

In 2001 Apostle Kellem was led to depart the work in the Great Lakes Jurisdiction and join an expanded work with Bishop James Feltus, Jr., Presiding Bishop of the Church of God in Christ United.  Under Bishop Feltus, Apostle Kellem served as the State Bishop of Michigan and the International Bishop for the Philippines with over sixty pastors under his leadership.

In 2003, Apostle Kellem after much prayer and fasting was led of the Lord to begin a Fellowship with a Kingdom emphasis, and after much prayer Apostle Kellem organized The Dominion Covenant Fellowship International was founded. Apostle Kellem has a solid Apostolic Lineage, Ecclesiastical Leadership Understanding, Adjutancy and Armor-bearers Knowledge, Church Administrative Planning, an unwavering desire to serve the Lord in humility, and a solid historical perspective of the Pentecostal movement.

The consecration of Apostle Kellem was both a historical and publicly held ceremony in July 2001, in Detroit, Michigan by Bishop James Feltus who was also consecrated in 1953 by the late Bishop Charles Harrison Mason. The founder of the Church of God in Christ in 1907. The Dominion Covenant Fellowship of Churches is currently represented in Michigan, Alabama, Florida, New York, Oregon, Tennessee, and California.  Dominion is also connected to ministries in Kenya, and South Africa.

Apostle Kellem is a visionary, gifted administrator, seasoned ministry leader, and a true Apostolic Father to many. He preaches and teaches with a strong Apostolic Mandate to restore God’s Church back to its true Apostolic foundation.  He is a man that God has called for such a time as this. He continues to drive the vision and advance the cause that God has placed in his heart. His expectation is that God will cause Dominion to cover the globe and touch every continent in the world.

Apostle Kellem is grateful to many spiritual fathers and leaders who sowed into his life and helped shaped and molded him. And his spiritual father Apostle Ezetrick Wilson.

In 2012, Bishop Kellem having received the call Apostleship and was confirmed. convened an Apostolic council of Apostle’s and was confirmed as an Apostle in the Lord’s work.

Apostle Kellem has birthed 14 Pastor’s from his ministry and has personally consecrated 17 Bishop’s in the Lord’s work. He holds 2 Honorary Doctorate Degrees; he holds bachelor’s degree in Biblical Studies. He has served as a chaplain for the Wayne County Deputy Sherriff’s Department. And has served on various boards for local community groups within the metro Detroit area.

In 2019 Apostle Kellem married his life partner, the “cream in his coffee”, his “granulated sugar” Pastor Victorene Kellem.  This union caused him to make a life changing move from Detroit, Michigan to Salem, Oregon. In 2020, after the move, and under the leading of the Holy Ghost, Apostle Kellem was moved to establish a new ministry in the city of Salem Oregon. The Dominion Covenant Fellowship Church of Oregon is his new established ministry. Apostle Kellem is so blessed to have been entrusted with this new church family. He is honored and humbled with this new ministry assignment.  He is the loving father of 11 children and twenty-six grandchildren, and great grandchildren and a godfather and spiritual father of many, many more.

Pastor Lady Victorene Kellem

A girl born with a heart filled with generosity to serve others is who Victorene Foster-Kellem is. She considered herself to be nobody special.  A humble servant of the most high God was her only desire to achieve. With a burning passion that dwells within her to do the will of the Father, she stepped out in faith, to spread the Gospel of Jesus Christ. Telling everybody she met about how God saved her from herself when she was hopelessly lost in sin.

Her passion for single unwed mothers is something that’s close to her heart, since she had been one herself at one time. Reaching out to them encourages and empowers them with the knowledge of how they can maintain a holy lifestyle until marriage. Teaching them that it’s never too late to turn your life around, to respect themselves, and don’t give up on themselves.  The Lord can still use them, in spite of who or what they've done. God can take your mess and make it a blessing for someone else!

She has served as a Pastor’s Aide for over 20 years. This ministry first began under the late great Pastor Rickey A. Tates Sr. in 1995, at Labor of Love Church of God in Christ. It was during that time she also received her missionary license in the early 2000’s. Later in 2010, she accepted the call to evangelize under Pastor Rickey Tates Sr.  She still remained Pastor's Aide to Pastor Tates until relocating in 2011.

In August of 2010, the Lord gave Lady Victorene strict instructions about the next phase in her life. He said move to Salem, Oregon! So, after some prayer and confirmation, in June of 2011 she packed all her belongings.  With 2 of her 5 adult children and 3 grandchildren, she made the move to Salem, Oregon under the guidance of the Holy Spirit. Lady Kellem joined the Salem Mission Church under the late Bishop Author Shankle. Evangelist Victorene Foster-Kellem was relicensed and received an Evangelism license under Bishop Shankle in July 2011.  The stay at Salem Mission was short, Bishop Arthur J. Shankle made his transition to heaven shortly after.

In 2013, Lady Kellem was led to the Seed of Faith Ministry to serve under Bishop Wade E. Harris. She served as his pastor’s aide from 2014 to April of 2020. Her hard work, dedication and organizational skills lead to her assisting in coordinating some of the ministry events over the coming years.

After waiting for 25 years, God sent her the perfect mate. It happened on December 21, 2019.  Evangelist Victorene Foster married the man God had chosen just for her, Apostle James E. Kellem of Detroit, Michigan. The Founder and Presiding Prelate of Dominion Covenant Fellowship of Churches International. This would bring a change in her life she never dreamed to be, the First Lady of Dominion Covenant Fellowship of Churches International and the Supervisor of the Department of Women. In January of 2020, one month after she was married, the Lord began to speak to Apostle James Kellem about planting a ministry in Salem, OR. It was in April of 2020 that Lady Kellem talked with Bishop Harris to relinquish her position as pastor's aide to him.

In May they began online services, and on June 5, 2020, Dominion Covenant Fellowship Church of Oregon was Founded! First Lady Victorene Kellem is an Associate Pastor and the President of the Women's Department in her local church. International General Supervisor of Women for Dominion Covenant Fellowship International Fellowship of Churches, Executive Director for the Dominion Youth Academy, the founder of United Women for Change , and now the Author of Destiny Nearly Aborted.

It’s Lady Kellam’s relationship with God that holds the great value in her life, next is family. Lady Victorene Kellem is a devoted wife to her wonderful God given husband in the ministry and in the home. Apostle James E. Kellem was the long-awaited missing piece in her personal life and ministry. Together they are a power couple for the kingdom of God. They have combined their 11 children together to create an awesome family. Veronica, Joseph Kellem and Laura of Detroit, Michigan, Leon Williams Jr. of Kingsman Arizona, Joshua Clevenland and Amber Davis of Michigan, Xavier and Leora Beverly of Portland, Oregon, Jermaine Beverly, Arletha and Dequious Burks of Salem, Oregon, and Julius Beverly of Sacramento, California. A proud grandmother of 26 grandchildren, 3 of which they are currently raising along with their youngest son, Leanette Mabinton, DaZani Beverly, DaShea Beverly, Jordan Walker-Kellem.
